It does not itself change your name on any register, a passport, Emirates ID or civil record is still updated through its own issuing authority. What the declaration does is bridge a gap, when a passport, visa, bank account, degree certificate and marriage certificate show slightly different versions of your name, a maiden name next to a married name, a transliteration spelt one way on one document and another way on the next, a surname added or dropped.
