Local Service Agent Agreement in Dubai
A local service agent agreement in Dubai sets out how a UAE national agent represents your business before government offices, and what you pay them. We draft it in Arabic and English and notarise it with our in-house notary public.
We quote after reading the document. Fees may vary with the document; we confirm the figure before you sign.

What a local service agent agreement is
Some businesses owned by foreign nationals in Dubai, often those on a professional licence, need a local service agent. The agent is a UAE national who deals with government offices for the business: licence renewals, permits and similar paperwork. The agreement is the document that sets this up. It says who the agent is, what they do, what they are paid and how the agreement ends. It normally says the agent holds no shares and takes no part in running the business. Whether your licence needs an agent is decided by the licensing authority, Dubai Economy and Tourism for most mainland businesses. Check with them, then send us the agreement.
Agreements we prepare and notarise
New agreement
For a new licence where the authority asks for a local service agent.
Renewed agreement
When the term ends and both sides want to carry on on new terms.
Three ways to get it notarised
What the agreement must contain
01
Both parties in full
The owner or company, and the agent, with passport and Emirates ID details.
02
The licence it covers
Trade name, licence number and activity, exactly as on the licence.
03
What the agent does
The government dealings the agent handles for the business.
04
What the agent does not do
No shares, no profit share and no role in management.
05
The fee and how it is paid
The annual amount and the payment dates.
06
Term and ending
How long it runs, and how either side can end it.
Match the licence exactly
Most refusals come from small mismatches. The trade name, licence number and names must match the trade licence and the passports letter for letter, in Arabic and English.
How we prepare your agreement.
01
Send the details
Share the trade licence, both parties’ passports and any draft by WhatsApp or email.
02
We read and quote
We check what you have and confirm the fee before any work starts.
03
We draft in Arabic and English
Both parties read the draft and agree the wording.
04
We notarise the agreement
Owner and agent sign before our in-house notary public, in person, online or on a home visit.

The clause that matters most
Write down exactly what the agent may do, and what they may not. A clear list of duties protects both sides and keeps the agreement in line with the licence.
- Government dealings only
- No shares and no management role
- A fixed fee, paid on set dates
Who signs, and what we check
The business owner or each partner

A manager signing under a power of attorney
Passports and Emirates IDs
The trade licence details

Why an agreement is sent back
An agreement is usually sent back for a name that does not match the licence, a missing party, a missing signature, or wording that gives the agent a share or a management role.
Common problems, and the fix
01
Names do not match the licence
Copy them from the trade licence and passports.
02
One owner missing
Every owner named on the licence signs, or signs through a power of attorney.
03
Duties left vague
List exactly what the agent does.
04
No ending clause
Say how and when either side can end it.
05
Arabic and English differ
Check both texts say the same thing.
After the agreement is notarised.
01
Submit it to the licensing authority
You or your business setup adviser submit it with the licence application or renewal.
02
Keep a copy on file
Renewals and changes will refer back to it.
03
Update it when things change
A new agent or new terms means a new agreement.

Changing or ending the agreement
To change agent, end the current agreement in writing and sign a new one with the new agent. Tell the licensing authority, so the licence record matches. We prepare and notarise both documents.
