Statutory declarations
Statutory Declaration in Dubai
A statutory declaration is a written statement made under a specific legal or procedural requirement, usually asked for by name by a foreign authority, institution or government department. Our in-house notary public notarises it at our Business Bay office, online or at your home, from AED 600.

What makes a declaration statutory
A statutory declaration is a declaration made because a specific law, regulation or institutional rule says one is required, rather than because it is generally useful to put something in writing. A foreign pension authority, an immigration department, a professional body or a bank often asks for a statutory declaration in a named form, sometimes quoting the legislation that requires it. That is the difference from a general declaration: a statutory declaration answers a specific requirement, usually with wording the requesting body expects, not a free written account. The UAE has no local statutory declaration regime of its own in the way some common law countries do, so most statutory declarations we notarise here are for use abroad, requested by a foreign authority and built to that authority’s own rule.
Who asks for a statutory declaration
A foreign pension or benefits authority
A declaration format the authority specifies, often with its own reference number.
An immigration or visa authority
Confirms a fact the receiving country’s immigration rules require in writing.
A bank or financial institution
Confirms a fact the institution’s own compliance rule requires.
A professional or licensing body
Confirms good standing or a fact tied to a licence or membership.
What the declaration must contain
01
The requirement itself
The law, rule or form the authority named.
02
Your identity
Full name as on your passport or Emirates ID.
03
The fact being declared
Worded to match the requirement exactly.
04
A declaration of truth
That the statement is made knowingly and is true.
05
Your signature before the notary
Witnessed and recorded at the point of signing.
Matching the exact requirement
A statutory declaration is only correct if it matches the requirement that created it. Send us the letter, form or clause that asked for the declaration, not just a summary of it. Some authorities supply their own template and only need it witnessed. Others expect a free text declaration that still has to cover specific points. We check which one applies before we draft or finalise the wording, so the declaration is accepted against the exact rule it answers.

What it costs
| Document | Fee | What you need |
|---|---|---|
| Statutory declaration | AED 600 | Passport or Emirates ID, the authority’s requirement, originals and copies |
| Drafting a new declaration | We quote after reading the document | The letter or form that asked for the declaration |
Fees may vary with the document; we confirm the figure before you sign.
What to bring
Passport or Emirates ID, the letter or form stating the requirement, and any supporting document it refers to.
Statutory
Statutory declaration
Made because a named law, rule or form requires one.
General
Declaration
A formal written statement made for a purpose, without a named legal requirement.

The requirement decides the wording
A statutory declaration is read against the rule that required it, not on its own. We ask for that requirement before we finalise the text.
- The exact form or clause followed
- Wording that matches what was asked
- Both language texts checked together
Who signs, and what we check
The person making the declaration
A witness, where the requirement names one
Passport or Emirates ID, original
The letter, form or clause that required it
Any reference number the authority quoted
Authority to sign, for a corporate declaration
Where a statutory declaration gets stuck
A statutory declaration is usually sent back when it does not follow the exact form the requirement names, when a reference number or clause is missing, or when the client could only describe the requirement from memory rather than send the actual letter. We ask for the source document itself before drafting, because a statutory declaration is judged against a specific rule, and a rule is not something to work from secondhand.
Common problems, and the fix
01
The exact form was not followed
Fix: send the authority’s own template or wording first.
02
A reference number is missing
Fix: quote the requirement’s own reference on the declaration.
03
Only a summary of the requirement was available
Fix: get the original letter or form before drafting.
04
The two languages differ
Fix: correct both texts together before signing.
After notarisation
01
Submit it to the authority
The notarised declaration goes to the body that required it.
02
Attach the requirement reference
Keep the letter or form it answers with the submission.
03
Keep a copy
Keep the notarised original and a copy for your own file.

When no specific requirement applies
Not every situation names a statutory requirement. Where none applies, a general declaration usually covers it.

Questions about statutory declarations
What makes a declaration “statutory”?
A specific law, regulation or institutional rule requires it, usually in a named form. A general declaration has no such named requirement.
Do I need to send the original requirement letter?
Yes, or the form itself. We draft against the actual wording, not a description of it.
Can you draft the declaration for me?
Yes. Send the requirement and we draft the wording before you sign.
Can I sign online?
Yes, our online notary service covers most statutory declarations. Call or WhatsApp us to check yours.
Does the UAE have its own statutory declaration law?
Most statutory declarations we notarise here answer a requirement from a foreign authority. Tell us which one and we confirm the right approach.
What if the authority supplied its own template?
Send it to us. We notarise it once it is correctly completed and signed.
